There’s absolutely no merit in cleaning caches and reindexing Spotlight before installing a new OS, because that will all get cleared in the update process. No OS is going to rely on cached data from a previous version! It’s well-observed that the OS will spend some time reindexing Spotlight after an update.

Sorry Ben, I meant generally removing any unwanted junk, freeing up hard drive space, outdated applications, etc. An OS update is as a good time as any to run some housecleaning. I should have been more accurate there. Most users won’t get so granular as to know they can skip cache cleaning if needed, and there is certainly no harm in doing so along with the other housekeeping duties. CleanMyMac, the program David uses, is a user-friendly way to do more of those things.
